On 9 February 2015, French Foreign Minister Laurent Fabius announced that proposed sanctions against a list of nineteen individuals and nine entities in respect of the situation in Ukraine (previously reported on this blog here) have been agreed in principle by EU foreign ministers at the Foreign Affairs Council. However, he noted that implementation "will depend on results on the ground" and that ministers would "assess the situation again next Monday".
EU Diplomats have indicated that the new sanctions are due to enter force on 16 February 2015 and that the delay is to give negotiations with Russia a chance. The leaders of Russia, Ukraine, Germany, and France are due to meet in Minsk on Wednesday to discuss a peace plan for eastern Ukraine.
It is reported that UK Foreign Secretary Philip Hammond has secured agreement from Member States that a further meeting of EU foreign ministers be required in order to stop the sanctions from coming into force.
