French president proposes high-level talks on Ukraine situation

French President François Hollande has proposed a meeting of the leaders of France, Germany, Russia, and Ukraine with a view to resolving tensions over the situation in Ukraine and ultimately lifting EU sanctions against Russia. Speaking yesterday, President Hollande noted that "there has been progress in the last few weeks. The ceasefire has almost been respected", adding that if the ceasefire process is successful, including holding local elections in Ukraine and implementing reforms granting more autonomy to breakaway pro-Russian areas in the east of the country, he "will ask for sanctions to be lifted". On Saturday Ukrainian President Petro Poroshenko said that the ceasefire agreement had been upheld for the first time last week.
